A trim usually does kick it into sending runners, hairgrass likes being cut down short. I'd also check that the back half isn't getting less light from the main stone shading it.

seconding the shading thing, mine stalled behind a rock until I moved the light a bit forward. then it took off.

Is the carpet reaching the same height in the back half or is it thinner there? If the light is even I'd trim it and let it settle for a few weeks before judging.

Back half is thinner, yeah. I'll trim to about a centimeter tonight and nudge the light forward a bit like riverina said.
